Analysing the Impact of IP Technical Assistance
This study aims to assess to what extent developed country technical assistance programmes are likely to have interacted with, and potentially contributed to the promotion of country-appropriate sustainable changes in intellectual property strategies and technological capacities over the period 2005-10. It does this primarily on the basis of Intellectual property technical assistance impact assessments of four emerging and transition economies; namely Brazil, India, Poland and Thailand and an overview of intellectual property technical assistance in Least Developed Countries (LDCs).

Challenges to the Patent System
The patent system is regarded by some as anti-innovative and a barrier to the distribution of generic medicines in developing countries, with defenders of the existing system refusing to see the potential benefits of change. There are also calls to develop industry-specific patents. Yet valuable patented technologies are often unexploited. A global patent system could cut costs, reduce errors, promote harmonisation and provide effective worldwide protection. At the same time there are worries about the reluctance of governments to change national systems. Yet more coordination is inevitable.

The Economics of Design Rights
Design is of key importance to the UK economy, with £33.5billion spent on design in 2008. This importance prompted the IPO to commission a set of research projects around design rights which has been produced in four chapters.
The first chapter looks at where design activity takes place in the UK, how it is purchased (bought externally or created internally) and how registered rights are used.
The second chapter looks at the impact registered design rights have on business performance, given a UK or EU design registration.
The third chapter is a survey looking at the reasons for the behaviour of firms when interacting (or not as the case may be) with the IP framework for design.
The fourth chapter is an international comparison of design systems in the UK, France and Germany.

Film, Television & Radio, Books, Music and Art: UK Investment in Artistic Originals
This report reviews the definition of artistic originals and official estimates of investment in originals as recorded in the UK National Accounts. New data are also used to estimate the value of the UK stock of artistic originals. The report concludes that approximately £1.1bn more was invested in original artistic work in the UK in 2008 than had previously been estimated. Combining these data with new depreciation rates suggests an upward revision of £3.5bn to the UK stock of artistic originals in 2008.

The Impact of the Patent System on SMEs
Draws on UK, European and US data sources to consider the propensity of SMEs to patent their innovations. Shows that small firms are less likely to use patents as a means of protecting their investment than other means such as confidentiality, secrecy or being first to market with a new idea. Small firms in the US are twice as likely to patent innovations. Patents are seen as an increasingly important factor in investment decisions by venture capitalists, which may influence patenting decisions in the future.

The Role of Intellectual Property Rights in the UK Market Sector
This report estimates
(a) the level of UK market sector investment in knowledge assets protected by Intellectual Property Rights (IPRs) and
(b) the impact of investment in those assets via their contribution to labour productivity growth in the UK market sector. Estimates for investment and the stock of IPR capital are based on previous work and includes new estimates for investment in artistic originals, funded by the Intellectual Property Office (IPO) and featured in the accompanying report.
We also comment on additional spending on IP-protected goods that do not represent investments, although the coverage of this category is far from complete. Our main findings are:
1) On average, between 2000 and 2008, 48% of knowledge investment in the UK market sector was protected by IPRs
2) The majority of IPR investment is on assets protected by copyright and design rights
3) In 2008 approximately 62% of the stock of knowledge assets in the UK market sector was protected by IPRs
4) On average, between 1990 and 2008, 10.6% of growth in labour productivity was due to growth in capital deepening of IPR-protected assets. Comparable figures for ICT equipment and knowledge capital not protected by IPRs are 11.1% and 10.3% respectively.

A study on the operation of levies on copying media and equipment in the EU. This report offers the first independent empirical assessment of the European levy system as a whole.
The research consolidates the evidence on levy setting, collection and distribution; reviews the scope of consumer permissions associated with levy payments; and reports the results of three product level studies (printer/scanners, portable music/video/game devices, and tablet computers), analysing the relationship between VAT, levy tariffs and retail prices in 20 levy and non-levy countries.
