Attitudes and Behaviours of Consumers in the Digital Age: Policy Bulletin
The Strategic Advisory Board for Intellectual Property Policy proposes a new framework for looking at the consumption decisions made by consumers. This interdisciplinary conceptual framework views all types of consumer behaviour, both legal and illegal, as a rational response to a particular set of choices.

Challenges to the Patent System
The patent system is regarded by some as anti-innovative and a barrier to the distribution of generic medicines in developing countries, with defenders of the existing system refusing to see the potential benefits of change. There are also calls to develop industry-specific patents. Yet valuable patented technologies are often unexploited. A global patent system could cut costs, reduce errors, promote harmonisation and provide effective worldwide protection. At the same time there are worries about the reluctance of governments to change national systems. Yet more coordination is inevitable.

The Impact of the Patent System on SMEs
Draws on UK, European and US data sources to consider the propensity of SMEs to patent their innovations. Shows that small firms are less likely to use patents as a means of protecting their investment than other means such as confidentiality, secrecy or being first to market with a new idea. Small firms in the US are twice as likely to patent innovations. Patents are seen as an increasingly important factor in investment decisions by venture capitalists, which may influence patenting decisions in the future.
