The consultation paper explores the issues relevant to the scope of an exception to copyright for the benefit of visually impaired people. The situations in which access to copyright material is difficult for visually impaired people are considered, as are the helpful negotiations between those representing right holders and visually impaired people to find licensing solutions and the scope of existing exceptions to copyright.

The consultation is directed at bodies representing copyright owners and disability organisations.
